READ Data Collection
The Colorado READ Act requires districts to report specific student, school, and district level data to CDE to determine and report on the important milestones in implementing key provisions of S.B. 19-199. The information provided in these reports is intended to assist the department, the state board of education, the governor, and the public in monitoring the implementation of and identifying the results achieved in implementing the Colorado READ Act.
The READ Act provides per-pupil intervention funds to assist LEPs (Local Education Providers) in providing intervention support to students identified as having significant reading deficiencies (SRDs). For the 2021-22 reporting window, there are three file uploads required in Data Pipeline in order for a district to successfully complete the READ data collection. Districts are also required to submit a budget plan for the 2022-23 school year. For more information regarding district budget submissions, please visit the READ Budget Submission website.
Release of 2022-23 READ per-pupil funds to school districts is contingent upon district submission and CDE approval of district READ budgets and the following data:
2022-23 Teacher Training Completion Reporting (NEW for 2022)
Districts must annually ensure and report that all K-3 teachers who provide literacy instruction have completed evidence-based training in teaching reading by reporting the teacher training pathway each individual teacher has completed. The information provided in this report will be used to calculate district compliance percentages to release READ funding. Instructions on how to access these reports can be found here.
Non-Licensed Teachers Training Reporting (NEW for 2022)
A non-licensed teacher is a teacher who is responsible for classroom instruction, but does not hold a Colorado Teaching License. A non-licensed educator might be a teacher, administrator or support staff in a K-12 school system. The purpose of this form is to collect contact information of non-licensed teachers, so that an email can be sent requesting documentation of meeting the READ Act requirements. The email conversation will be conducted on a secure email server to protect personal identifiable information (PII).
2022-23 Literacy Programs & Assessment Reporting (Implemented in 2020)
Districts must annually report the READ Act administered interim and diagnostic assessments along with the core, supplemental, and intervention instructional literacy programs for grades K-3 for each school operated by the LEP (including charter school). The collection window for the 2022-23 data will be April 1, 2022 – June 30, 2022. The information provided in this report will be publicly reported and will enable the department to work with districts to ensure their programs meet statutory requirements.
2021-22 Spring READ Assessment Reporting (Implemented in 2013)
Districts must annually report the information necessary to determine the prevalence of SRDs among students in grades K-3. This data determines the per-pupil funding for districts by dividing the amount of money available by the total number of K-3 students identified has having an SRD in the preceding budget year. District must also report whether or not students in grades 4-12 remain on a READ plan. The information provided in this report will be publicly reported and will enable the department to calculate district funding.
