New District Teacher Training Completion Reporting – Information for Districts
Each Local Education Provider in Colorado is responsible for ensuring that their K-3 teachers who provide literacy instruction complete the evidence-based training requirements mandated by the READ Act. LEPs that do not complete the requirement risk a loss or delay of READ Act funds for the 2022-23 school year. In subsequent years, districts will need to ensure that teachers new to teaching kindergarten through third grade also meet this requirement.
CDE is committed to making this process as easy as possible. This webpage explains the requirements, how teachers can submit the information and how non-licensed teachers can meet the requirements. The Communications Toolkit for Districts includes tools such as drop-in letters and fact sheets to help districts communicate with teachers about the requirements and how to complete them.
To meet this training requirement, State Board of Education rules require evidence-based training in teaching reading must:
- Consist of a minimum of 45 hours.
- Address the content of the educator preparation literacy standards referenced in the state board’s Rules for the Administration of Educator License Endorsements, 1 CCR 301-101, section 4.02(5) through 4.02(12).
- Include an end-of-course assessment that teachers can provide evidence of passing.
- Include course materials approved by CDE.
An LEP may request a one-year extension to comply with the teacher training requirement. These extensions will be reviewed on a case-by-case basis and granted based on demonstration of good cause for the inability to comply.
At the August meeting the State Board of Education recommended the following categories as parameters for a Good Cause Extension:
- Family Medical Leave and State Family Medical Leave Categories.
- Community-Wide Natural disasters (e.g., 2021 Boulder County fires).
District Reporting Requirements
Using the Colorado Online Licensure (COOL) system is the most efficient way for teachers to submit their documentation and the simplest way for districts to collect the data needed for reporting to CDE.
By using COOL, the documentation can remain connected to the teacher’s license. This will assist districts in managing and verifying that teachers have completed the training requirement. District leaders will be able to easily check the status and create a report for those teachers who have added their documentation. If a teacher does not submit documentation to COOL and does not receive a designation on their license by Aug. 15, 2022, the release of funding will be delayed until CDE receives evidence of completion by the district through Data Pipeline.
CDE has created a data collection through Data Pipeline. The district data collection will be a component of the existing READ data collection and consist of a file upload with teacher demographic information as well as the training option completed by each teacher. Districts must ensure and report that all K-3 teachers who provide literacy instruction have completed evidence-based training in teaching reading by reporting the documentation that each individual teacher has completed by Aug. 31, 2022. The information provided in this report will be used to calculate district compliance percentages to release READ funding.
Non-licensed teachers who teach reading in grades K-3 are also required to complete the training. A non-licensed teacher is a teacher who is responsible for classroom instruction but does not hold a Colorado Teaching License. Since the COOL licensing system is not built to accommodate non-licensed teachers, non-licensed teachers should submit their evidence of meeting the READ Act teacher training requirements through their districts. The non-licensed teachers evidence submission process through the secure file transfer (SFT) server closed on August 15, 2022, at 3:30 p.m.
Distribution of READ funds
Due to this new reporting requirement and process, the distribution of 2022-23 READ funds will be delayed until November of 2022. READ funding for districts whose teachers do not submit their training documentation through the COOL system will be delayed even further. Options for Districts and BOCES to Help Teachers Meet the Training Requirements
District- or BOCES-Provided Training:
- Districts or BOCES may select a training program from the CDE Advisory List of Professional Development that has been approved to meet this requirement.
- Districts or BOCES may submit a training to the CDE for review and approval to meet this requirement.
- Application resources for Districts and BOCES to submit a training for review and approval.
