Overview
The Colorado Department of Education seeks public comment on revisions to the following rulesets.
Rules for the Administration of the Educator Licensing Act of 1991, 1 CCR 301-37
This notice of rulemaking is to announce amendments to the Rules for the Administration of the Educator Licensing Act of 1991 (1 CCR 301-37) necessitated by:
- the reintegration of Rules for the Administration of Educator License Endorsements (1 CCR 301-101);
- Senate Bill 25-154, regarding the ability for licensed Colorado teachers seeking to add an early childhood, early childhood special education, elementary or special education generalist endorsement to demonstrate content knowledge via multiple measures (coursework/grades option only);
- a process by which a Colorado Teacher Degree Apprenticeship Program completer may apply for an initial teacher license;
- a streamlined application process for special services endorsements;
- new endorsement standards for a single gifted education (ages 4-21) endorsement (and the discontinuation of the gifted education core and gifted education specialist endorsements);
- revised requirements for the director of gifted education, school counselor and adapted physical education endorsements;
- a request for the board to delegate authority to the department to issue/renew emergency authorizations without prior board approval; and
- technical clean-up revisions for clarity and consistency.
For sake of ease, the "Integrated REDLINE Updates Only" version below shows only updates, technical fixes and edits for clarity as redlined text.(For example, the new gifted education standards are in red type; the reintegrated music standards are in black type (as while technically "new" to this ruleset, no changes were made to them.))

Rules for the Administration of Educator License Endorsements, 1 CCR 301-101
This notice of rulemaking is to announce the sunsetting of the Rules for the Administration of the Educator License Endorsements (1 CCR 301-101), as they have been reintegrated into Rules for the Administration of the Educator Licensing Act of 1991 (1 CCR 301-37) above. Until March 2016, these rules were part of 1 CCR 301-37, and while the intention for creating a second ruleset (which also required the duplication of some content that remained in 1 CCR 301-37) was to streamline the updating/revision process, referencing standards in two rulesets has led to ambiguity, confusion and error.
- The redlined version below has been entirely stricken, yet includes references to where any rule not already in 1 CCR 301-37 was reintegrated.
