Overview

CDE was previously seeking public comment on revisions to the Rules for the Administration of the Educator Licensing Act of 1991, 1 CCR 301-37 and the Rules for the Administration of the Educator Recruitment and Retention Program, 1 CCR 301-113. The public comment period has now closed. This rulemaking process was initiated as a result of legislation stemming from the 2021 legislative cycle, and includes rules related to SB21-185.

The rule amendments to 1 CCR 301-37 are intended to:

  • Amend behavioral health coursework
  • Incorporate foundational reading skills
  • Incorporate educator enforcement criteria in which a license can be denied, suspended or revoked due to convictions of other territories
  • Update lawful presence and applicant identity
  • Update educator preparation approvals
  • Establish the alternative principal preparation program standards per legislation
  • Expand areas in which an adjunct authorization may be issued
  • Change the valid duration of professional teacher, SSP, principal, and administrator licenses from five to seven years.

The new rules in 1 CCR 301-113 are intended to:

  • Support the transition of members of the armed forces into a second career to serve as educators across the state;
  • Support nonmilitary-affiliated educator candidates preparing to serve as educators across the state;
  • Fill teaching positions in geographic and subject areas affected by the educator workforce shortage.

How to Submit Feedback

  1. Complete the form below by Friday, November 5, 2021.
  2. As an alternative, you or members of your staff may attend the rulemaking hearings during the State Board of Education meetings in November 2021 to provide oral testimony. View Board meeting agendas.
  3. You may also provide written comment to the rules via state.board@cde.state.co.us through November 10, 2021.
